Government of Canada Working to Welcome Displaced Ukrainians

The Canadian Government is working to support and aid Ukrainian displaced peoples as the situation in Ukraine continues to unfold.

Several measures have been implemented to make immigrating into Canada much easier for Ukrainian nationals.

Immigration, Refugees, and Citizenship Canada (IRCC) is prioritizing all types of immigration applications coming from Ukrainian nationals, including prioritizing the renewal of work and study permits. This also includes allowing Ukrainians with job offers to begin working while their permits are being process. Open work permits will be issued to Ukrainian visitors, workers, and students who do not want to return to their country at this time. The IRCC is also urgently processing single-journey travel documents for immediate family members of Canadian citizens and permanent residents who do not have valid passports, as well as other travel documents.

Fees will be waived retroactively to February 22, 2022 for the following travel documents: Canadian passports, permanent resident travel documents, proofs of citizenship, visitor visas, and work and study permits. The Canadian Border Service Agency (CBSA) is supporting the Canadian Government’s efforts by putting in place temporarily administrative deferral of removals (ADR) for Ukrainians.

New immigration streams for Ukrainians will be announced, such as the Canada-Ukraine Authorization for Emergency Travel for Ukrainians wishing to come to Canada temporarily. There is no limit to applicants, and successful applicants may be able to extend their stay up to two years. This pathway will open in two weeks.

In the meantime, within Ukraine, the IRCC is working to increase operational readiness. This includes relocating staff, acquiring more supplies and equipment, and ensuring all offices globally are following updated protocols to enable service continuity for Ukrainians.

Additionally, the IRCC has opened a Ukrainian-specific service channel with collect calls accepted for clients in Canada and abroad. The number is 613-321-4243. Clients who wish to email their inquiry using the IRCC web form can now add “Ukraine2022” to ensure their email is prioritized.

Canada will continue to develop strategies to help displaced Ukrainians and update the public accordingly.
