IRCC Issues New Guidance for Permanent Resident Applicants with COPRs

Immigration, Refugee and Citizenship Canada (IRCC) has issued new guidance for permanent resident applicants travelling to Canada.

Permanent resident applicants travelling from the United States with a confirmation of permanent residence (COPR), approved before or after March 18, 2020, can travel to Canada. However, they must be travelling with the purpose of settling and living in Canada.

Permanent Resident applicants traveling from countries outside the United States can travel to Canada if they received their COPR on or before March 18, 2020. They must also be exempt from travel restrictions such as traveling for tourism or entertainment, and must plan to settle and live in Canada as a permanent resident.

Travelers who are approved permanent resident applicants and have expiring or expired documents can travel to Canada if they are ready to travel now and plan to settle and live in Canada. These travelers must fill out a web form advising IRCC of their travel plans.

All travelers must have an acceptable quarantine plan upon arrival in Canada.
