IRCC Updates Study Permit Guidelines

Immigration, Refugees and Citizenship Canada (IRCC) has clarified the two-stage assessment process for study permit applications

This two-step assessment is used by the Canada Border Services Agency (CBSA) when deciding if international students can enter Canada while COVID-19 travel restrictions are in place.

The update provides clarification on the non-optional and non-discretionary travel criteria used by CBSA during assessments. The guidance will help officers apply the two-step process. International students may be exempted from travel restrictions for a non-discretionary or non-optional purpose and allowed to enter Canada based on CBSA assessment at a point of entry.
