New Class-Action Claim Filed Against Suspended Manitoba Immigration Lawyer

A new class-action claim has been filed in Manitoba’s Court of Queen’s Bench this month by Haokuang Tian.

Tian is a former client of suspended immigration lawyer Paul Hesse. Tian alleges that he invested $350,000 in a numbered company to qualify for permanent residency in Canada under the provincial nominee program

Tian insists he was not informed the company he invested in was recently formed nor was he made aware that Hesse was its sole director. Tian’s lawsuit claims the funds he invested were quickly transferred to Vidahlia Corp, directed by Patrick Maxwell, Hesse’s then-partner.

Tian’s lawyer, Kenneth Zaifman, highlights that none of businesses permanent resident applicants were instructed to invest in had assets or operations and all were controlled by Hesse and his partner. 

Tian is looking to form a class action lawsuit that would potentially include other clients of Hesse or his former firm, Pitblado LLP, who made investment payments to Canadian companies for the purpose of immigration and suffered financial losses as a result.

None of these allegations have been tested in court and a court date has not been set. Hesse was suspended by the Law Society of Manitoba in July 2019 after being dismissed from Pitblado the previous month.
