Immigration, Refugees and Citizenship Canada (IRCC) has announced that Hong Kong residents can apply for new, open work permits as of February 8, 2021. This policy was first announced in November 2020

Applicants must meet specific requirements, including having received a Canadian post-secondary diploma or degree within the last 5 years. Applicants are also advised that they must comply with international travel restrictions.

This is the first of three permanent residence pathways being developed by the Canadian government for Hong Kong residents. The additional pathways will be available later in 2021.
