Quebec Rules in Favour of French Newcomer

Late last week, the Quebec provincial government overturned its decision to deny a French-speaking woman immigration papers after the story attracted international attention.

Emilie Dubois, who has been speaking French since childhood, was rejected on the grounds that her French skills weren’t good enough. She was denied a certificate despite having completed a ministry recognized French test. Previously, Dubois had applied to the Quebec experience program to fast-track her permanent residency. A scientific graphic designer, Emilie Dubois had written one of five chapters of her PhD thesis in English, since it was based on an English article.

Dubois hopes the attention her story has received will help the government continue to reform the way immigration decisions are made. Speaking to the Calgary Sun, she said - “I don’t want it to stop at me. It’s to help the whole community — all of Quebec — to make better decisions when it comes to immigration.” Her story coincides with the current debates about recent changes to the Quebec experience program. On Friday evening, Immigration Minister Simon Jolin-Barrette announced the changes would be suspended.
