New Designated Station Aims to Enhance Safety and Oversight
The Canada Border Services Agency (CBSA) has begun housing high-risk immigration detainees at a temporary designated immigrant station on the grounds of the Correctional Service of Canada’s Regional Reception Centre in Sainte-Anne-des-Plaines, Quebec.
The facility can accommodate up to 25 adult male detainees who, due to prior convictions or violent, unpredictable behaviour, require a high level of supervision beyond what existing CBSA immigration holding centres or alternatives to detention can provide.
Although located on CSC property, the facility operates independently under CBSA authority, with CBSA staff and contracted personnel overseeing all care and operations. Independent monitoring by third-party organizations, including the Canadian Red Cross and UNHCR, is in place to ensure transparency and compliance with national and international detention standards.
