Canada Invests $3.2 Billion to Help Newcomers Fill Labour Shortages

Tailored Settlement Services Aim to Boost Workforce Integration and Productivity

On July 23, 2025, in Ottawa, the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced a $3.2 billion investment over three years to strengthen newcomer integration and help fill critical labour shortages across Canada. More than 520 organizations outside Quebec will receive funding to deliver programs aimed at improving economic, social, and cultural integration. 

Settlement services funded through this initiative will support newcomers in accessing licences and certifications for regulated professions, offer job-specific and general language training in English and French, and help French-speaking newcomers integrate into francophone communities outside Quebec. These tailored services will respond to local labour market needs, with a focus on high-demand sectors such as healthcare and skilled trades. 

By equipping newcomers to contribute their skills quickly and effectively, the government hopes to boost productivity, strengthen communities, and build a unified economy—positioning Canada as the strongest economy in the G7.
