To work in Canada, most foreign workers need to obtain a work permit before they can work in Canada.

Is it possible to apply for a work permit in Canada without a job offer from a Canadian employer?

Whether or not you will qualify for a work permit or not, depends on a number of factors: Do you currently hold a work permit? Are you exempt from needing a work permit? Do you have a permanent resident application submitted? If so, what type? Do you require an LMIA? Do you qualify for any kind of LMIA exempt work permit. Without knowing more about your particular situation, I can't really say. In most cases, the answer is no, but not in all cases.
