Dear Sir/Madam; I'm a periodontist/dentist/lecturer who works in Turkey for 2 years. My highest education level is a Ph.D. of Istanbul University which is located in Turkey. I and my husband want to apply for immigration as skilled workers. However, there are some pieces of information which we may have a bit confused about. Are we eligible for Express Entry even though we live outside of Canada? Which guideline should we consider? Thank you for your precious time. Kind regards.
