How quickly does public information update?

There are sites where you can look up a person's name and phone number, where they live, sometimes their phone number, etc. There are a few sites like this that sometimes pop up when you use Google. how exactly does this work and how does it update? For example, I used my name and the names of other friends and their addresses haven't updated in 5-10 years. Others seem to update after a year of moving. Others - 2-3 months after moving. How does it work?

User account setup
