Need to get more eyes on my site

My website traffic numbers are honestly kind of embarrassing right now. I tried buying links from those specialized sites everyone talks about, dropped a decent chunk of change on them too, but the results have been pretty much nothing. There's gotta be other ways to actually get people coming to the site instead of just throwing money at sketchy link farms and hoping something sticks. What do you guys recommend for pulling in real visitors? I need the traffic coming from Canada specifically, not just random clicks from all over the place.

Buying links is one of those things that sounds good on paper but rarely pans out the way people think it will.
