Why KPIs are useless without a system

Sometimes it feels like KPIs alone don't mean anything if a company lacks a clear process organization system and proper communication between teams. The numbers may be there, the reports may look good, but in real life, employees still get lost in tasks and priorities. I'm curious to know if anyone has had a similar experience? How did you build a system for managing KPIs so that they truly help the business grow, rather than existing simply for reporting purposes?

We used to use KPIs quite extensively to evaluate team performance, and for a long time, we were confident that this was sufficient for proper process control. But over time, it became clear that the metrics themselves didn't always reflect the real situation within projects. People were meeting the required targets, but some tasks were getting missed, and priorities were constantly shifting. Then we began looking for a more systematic approach and gradually implemented OKR Software for goal setting and results tracking. After that, KPIs began to be perceived completely differently, because employees began to see not only individual metrics but also the overall purpose of their work. Now the system looks much more logical and helps the team move more smoothly without the feeling of a never-ending race for numbers.
